Lifeline Update: The Impact of Current Developments on Your Business
After substantially reforming the Lifeline program in 2012, the FCC is developing databases to reduce inefficiencies and is conducting broadband pilot projects designed to expand the program to cover broadband service. Meanwhile, states have been working to ensure that providers are complying with the FCC’s new reforms, and Congress has been closely scrutinizing the program and changes to the program.  This panel will provide an overview of the current state of the FCC’s efforts, the latest developments from Congress, debate various recommendations for best practices and provide a look at Oklahoma’s efforts to ensure providers are adhering to the new rules.

USF Contribution: Resale Exemption Certificates and other Compliance Issues
The FCC's 2012 Wholesaler-Reseller Clarification Order adopted a new service-by-service resale exemption standard that must be implemented by January 1, 2014. This panel will debate the options for implementing this new requirement and the impact it could have on the retail service market for broadband Internet access and VPNs, as well as the wholesale market for special access and packet-based services. Panelists also will discuss other USF contribution compliance issues, including bundled service allocation, traffic studies and ways to reform and simplify reporting burdens.

As regulatory requirements for VoIP providers evolve, so must a company’s business strategy.
